The Commercial Tax Officer Training Institute was established as a pioneer Institute in the area of Indirect Tax and allied areas. The institute had been working under the Uttar Pradesh Administrative Academy, Nainital until it was shifted to Lucknow in December 1980. Since then institution has been running to bestow systematized and time to time training to the officers / staff of the Commercial Tax Department.

The Institute has been conceived with the ambitious objectives of developing professional expertise and skilled manpower in Taxation and related areas. This will enable the department to exploit efficiently emerging market from the view of Taxation, and meet challenges being thrown up by the rapid unification of the market, which is influencing virtually every area of development and social activity. As an apex nucleating institute in the area of Taxation, the establishment of the Institute is a major step of Govt. of UP towards exploiting multi-dimensional facets of Indirect Taxation at all levels, and attaining expertise to enable the department to emerge as a major revenue earner of the State.

The mission of the Institute is to be the "Center of Excellence" in the area of Tax and Public Finance so as to exploit the revenue potential of the State resources.

We foster a perfect blend of wisdom, compassion and practical experience in our trainees. Our faculty members by their ineffable intelligence inculcate a sense of leadership and honesty in our trainees and also to center their lives around such timeless principles as fairness, equity, justice and integrity that constitute the roots of every prosperous institution/State/Nation. We apprehend and acknowledge the potential of our trainees and demonstrate how learning and principle centered approach can empower relationship at home and at work. We enhance the intrinsic abilities of our trainees to provide them high quality education, training and expertise. We cherish "can do spirit" in them, a culture of working in integrity, help developing quality that teaches and trains in value based leadership. We teach classical wisdom, Indian values, qualities of management, law and ethics, effective and responsible administration. Someone has rightly said:

We encourage our trainees to adhere to their self- defined tenets and to develop ability to make the best out of one's circumstances. It's a quality essential for survival. The principal objective of our training and development division is to make sure the availability of a skilled and willing workforce to an organization. In addition to that, there are four other objectives: Individual, Organizational, Functional, and Societal.

INFRASTRUCTURE

The Institute is situated at the prime location of Gomti Nagar, Lucknow. One would view the campus of esteemed institute on the right side as one descends down the overbridge which falls south-east of Taj Residency.

The Institute is having its own building within a periphery of 10,000 Sq. Mts. with constructed area of 7189.32 sq. mts. The institute is full of greenery and is having well maintained lawns in all the four sides of the institute. The Administrative block is composed of air-conditioned rooms and about 20 other rooms for the faculty members, for the staff and for the publication of books. We have two A. C. lecture halls with an accommodation of 40 persons in each hall. On the second floor of the administrative block is located our meeting hall with the seating capacity of 60 persons, which is named after the eminent writer of the treatise of statecraft, Arthshastra, Chanakya as " Kautilya Sabhagar ".

Halls of residence, faculty and staff houses and two hostel buildings surround the central academic area to provide flexibility in movement and communication.

Computer Lab.

We have a well equipped Computer lab. having 30 Systems. Our faculty gives its best to the trainees. Our syllabus covers various topics of the present scenario so as to bring our trainees at par to the computer savvy personnel.

Hostels

We have two hostels with an accommodation of 40 Officers in each. One of the hostels is presently in use and renovation of the other is under process. We have a safe and clean environment in which one can enjoy the stay during training period and also at the time of periodical meetings. One can achieve life time/short time membership on payment of the prescribed fee.

Each room is equipped with an attached bathroom, with geysers. The ground floor has a kitchen equipped with refrigerator and space for storage. Water coolers are rightly placed on the various floors to ensure clean and hygienic water supply to the residents. Duty of 5 peons, one electrician, and one plumber is always ensured in the hostel campus so as to provide quality in the basic amenities of living.

Library

The reader experiences an accurate and fascinating renaissance into various subjects and relevant topics of the day. We have almost 11,400 books covering various topics like Law, Economics, Psychology, Education, Political Science, Management, History, Computer, Hindi Fiction and English Fiction as well, Astrology, Poetry, Biographies and Autobiography. We have the best selected dictionaries which assist our readers to brush up their vocabulary. Tutorial C.D.s covering the basics and various computer languages give readers the opportunity to keep pace with the burgeoning world of information technology.

We have a fully computerised library system to facilitate proper lending and assist our users to choose referrals according to their taste and choice. We envisage a very co-operative and intelligent staff to help trainees creating a reader friendly atmosphere.

From its very inception, Commercial Tax Training Institute has been striving to develop itself into an institution of excellence in education and research in consonance with the contemporary and future needs of India. In meeting this challenge, the institute has always been making special efforts to invite and post talented faculty on a State basis. Continuous efforts have been made to provide the faculty with well equipped facilities to enable them to participate in national endeavors in Govt. activities in a major way. The institute has been involved in continuing education, research and development in areas of value to the Government. The institute acts as a breeding ground for ideas and talent and has attained recognition as a major centre of learning and producing officers of distinction.
The Tax Management and training center's Memorandum of association and rules are laid down inter alia; the main functions as of the institute are -

  • Besides this many other refresher courses are conducted for class I officers also.
  • The institute is having two computer labs of about thirty computer in the institute to impart computer training to its officers and the officials as well.
  • This is the only institute of the govt., which imparts specialized training of Public Finance and tax laws of different states.

Commercial Tax Officer Training Institute is a flourishing cauldron of excellence in training of taxation and Executive development. Having established its footprint in the state the institute's vision is to become one of the best training centers in the country. A vision where institute's offerings are continuously updated in keeping with the ever changing global business environment and also meeting our social responsibilities.

The Institute has consistently focused on designing practice oriented learning and a contemporary economy focused curriculum. Our highly experienced faculty members have increasingly worked on the practical problems and have made significant contribution to know-how world-wide. The Officer who have been trained at the Institute have developed their latent managerial and leadership capabilities.

We are committed towards creating a community which is vibrant and which provides a lifelong learning experience and professional development. The key to success of any organization / department lies on the skill, knowledge and attitude of its officers. Commercial Tax department is the department, whose officers carry much weight to uplift the society. This is the department which contributes approx 64% of the entire state revenue.
